Skills SA – Subsidised Training

How Do I know If I Am Eligible For Subsidised Training Under Skills SA?

A student may be eligible for a subsidised training place if they live or work in South Australia, and:

  • are an Australian or New Zealand citizen, or
  • are a permanent Australian resident, or
  • hold a state sponsored visa on a pathway to permanent residency (see Eligible Visa Types)

and are:

  • 16 years or over and not enrolled at school.

School-enrolled students are subject to separate eligibility criteria, see Training School Students.

Currently, the South Australian Government is offering more opportunities for students to enrol in a course on the Subsidised Training List.

This means eligible students can:

  • access courses regardless of their prior qualifications
  • undertake more than one course or short course.

Success and Wellbeing Services (SWS)

What is Skills SA’s Success and Wellbeing Services (SWS)?

Success and Wellbeing Services (SWS) provides free, non-clinical case management support to VET students who are facing complex barriers that may impact their ability to sustain and complete their studies. The program is funded by Skills SA to help improve student retention and remove barriers to course completion.

SWS providers are carefully assessed and selected by Skills SA for their expertise and ability to deliver effective case management support.

SWS is designed to enhance, not replace, the existing student support provided by InterCare Training. InterCare Training continues to support its students in line with its approved student support standards and works collaboratively with SWS providers to ensure students can access additional, tailored support where needed.

SWS assists students with a range of complex issues that may affect learning, living, and transition outcomes. Support may include:

  • Coordination of a consistent case manager to provide ongoing support
  • Liaison and advocacy with InterCare Training to ensure appropriate support is in place
  • Referrals and advocacy to external services such as health, housing, legal, Centrelink, or employment providers
  • In-class and study skills support
  • Personal support to address barriers impacting study
  • Support during work placements where required

SWS also provides post-course transition support for up to 12 weeks after completion of training. This support helps students successfully transition into employment or further study and may include ongoing coordination, employer liaison, and continued access to relevant support services.

How can I Access Additional Support Through SWS?

Our Training Team will be your point of contact for any support needed in addition to what we identify during the Suitability and Support Needs Assessment.

You can email the InterCare Training team at training@intercaretrianing.com.au, to discuss your needs and determine if you qualify.

Each client that is referred by InterCare Training or self-refers to one of our SWS providers will be assessed for eligibility of their services.

Upfront Assessment of Need (UAN)

What Is The Upfront Assessment of Need (UAN)?

The Upfront Assessment of Need (UAN) is a mandatory process used by registered training providers in South Australia to help ensure students are placed into training that best suits their individual needs and circumstances. It is designed to identify the level of support a student may require so they can successfully commence and complete their training.

The UAN helps training providers understand each learner’s current skills, experience, and any barriers that may impact their ability to engage with or complete their chosen course. This may include learning support needs, language, literacy and numeracy requirements, and other personal or contextual factors that could influence training outcomes.

All learners who are seeking access to subsidised training in South Australia are required to complete the UAN prior to enrolment or commencement of training. This ensures that government-funded training is appropriately targeted and that learners receive the right level of support from the beginning of their studies.

In some cases, learners undertaking subsidised training may need to transition to a new training provider. If this occurs, the new provider may be required to conduct a new UAN process if they are unable to accept the results completed with the previous provider. This ensures that the new provider has accurate and current information to continue supporting the student effectively.

Overall, the UAN plays an important role in helping training providers deliver inclusive, student-focused training and in improving the likelihood of successful course completion.

What does the UAN involve?

The Upfront Assessment of Need (UAN) is made up of three key components designed to ensure students are enrolled in the right course and receive the appropriate level of support to succeed in their studies.

1. Suitability

This stage helps determine whether there is a good match between the student and their chosen qualification. It ensures the course aligns with the student’s goals, interests, and current experience, supporting them to engage meaningfully in their training.

2. Support Needs

This part of the assessment identifies any learning, personal, or situational support a student may need. Early identification allows training providers to plan appropriate support strategies from the beginning of the course, helping reduce barriers that could impact participation or completion.

3. Literacy and Numeracy Capabilities

This stage assesses a student’s literacy and numeracy skills to identify whether additional support may be required during training. The goal is not to test success or failure, but to ensure students are supported appropriately throughout their learning journey.

To assess literacy and numeracy capabilities, InterCare Training uses the ACER Skill Ready Numeracy Indicator (SRNI) as a minimum requirement. Where further assessment is needed, the Core Skills Profile for Adults (CSPA) may also be used.

Importantly, the ACER literacy and numeracy tools are not pass or fail tests. They are diagnostic tools designed to help identify support needs early so students can be provided with the right assistance to succeed.

In addition, InterCare Training uses the Skills SA UAN Suitability and Support Needs Assessment template as a guide to help determine student suitability and identify any additional support requirements.

Overall, the UAN process ensures that students are placed appropriately, supported effectively, and given the best possible opportunity to successfully complete their training.

Undertaking the UAN

Our friendly team will discuss the Upfront Assessment of Need (UAN) requirements with you and arrange a suitable time for you to complete the assessment online.

It is important that you follow the requirements below to ensure you can successfully complete the assessment:

  • Please ensure you complete the assessment on a laptop or desktop computer. This assessment cannot be completed on a mobile phone or iPad.
  • Your camera and microphone must be turned on so you can be seen and heard via Zoom for the entire duration of the assessment.
  • You must be in a quiet location where you can concentrate without being distracted or interrupted.
  • You must not receive any assistance from anyone or communicate with others during the assessment.
  • The session host will remind you that no assistance is permitted. Repeated breaches of this requirement may result in you being removed from the assessment and potentially your course.
  • Please allow up to 3 hours to complete the assessment in full.
  • You must log in at least 5 minutes before your scheduled session to test your camera and microphone. You will not be able to complete the assessment if these are not working correctly.
  • Please have your email open and accessible on your computer so you can receive your login details.

UAN assessment sessions are held weekly at the following times:

  • Monday at 12:00pm
  • Wednesday at 12:00pm
  • Friday at 10:00am
  • Saturday at 10:00am

Once you have completed the online assessment, a report will be generated and provided to InterCare Training. Our team will review your results and provide feedback.

  • If all requirements have been met, you will proceed with the remainder of the enrolment process.
  • If there are indications that you may require additional support in language, literacy, or numeracy, we may request an Interpretation Report from one of our approved support providers. This helps determine the most appropriate support to assist you in achieving your study goals.

Following this, our team will contact you to discuss your support needs before you are allocated to a class for orientation and course commencement.

If an Interpretation Report indicates that bridging support is required, our staff will explain the next steps and requirements clearly to you.

If your assessment or discussions indicate lower English language proficiency, we may also provide guidance and referrals to support services to help you improve your skills. This may include access to:

  • TAFE SA English Language Program
  • Skills for Education and Employment (SEE) Program
  • Adult Migrant English Program (AMEP)

Language, Literacy and Numeracy (LLN) Quiz

What Is The Language, Literacy and Numeracy (LLN) Quiz?

The LLN quiz is an online assessment tool used to help determine a student’s current language, literacy, and numeracy (LLN) skill levels. It is completed through the LLN Robot platform and is designed to provide a general indication of a learner’s ability to engage with the academic and communication requirements of their chosen course.

This quiz is primarily intended for students who are not eligible for government funding but are still interested in undertaking Vocational Education and Training (VET) courses offered by InterCare Training under a “Fee for Service” arrangement. It helps ensure that students enrolling independently (without subsidy requirements) are placed into a course that is appropriate for their current skill level and may highlight where additional support could be beneficial.

The LLN quiz is not a pass or fail assessment. Instead, it is a diagnostic tool used to guide discussion around course suitability and support needs, ensuring students are set up for success in their studies.

If a student has already completed the Upfront Assessment of Need (UAN), they are not required to complete the LLN quiz, as the UAN already includes an assessment of literacy and numeracy capabilities along with suitability and support needs.

Why Is The LLN Quiz Necessary?

Every workplace task requires the use of communication and comprehension skills such as speaking, listening, reading, and writing, and in many cases, basic mathematical skills as well. Together, these are referred to as Language, Literacy, and Numeracy (LLN) skills.

For each qualification and unit of competency offered by InterCare Training, the LLN skill levels required to successfully participate in both training and the workplace have been identified. This ensures that students are enrolled in courses that align with their current abilities and that they are supported to achieve successful outcomes.

The LLN quiz is used as part of this process to help determine:

  • Whether you already have the necessary LLN skills to undertake the course successfully
  • Whether you experience any challenges or difficulties when completing the assessment, which may indicate areas where support is needed
  • What your potential learning support needs may be prior to the commencement of your course, so that appropriate support strategies can be put in place early

InterCare Training uses this information, along with details gathered during your initial information conversation, pre-training review, and LLN assessment, to ensure the most suitable and appropriate qualification or training pathway is identified for you.

This combined approach helps ensure that students are placed into training where they can confidently participate, receive the right level of support, and have the best possible opportunity to succeed.

How Will This LLN Quiz Be Conducted?

  • Our friendly sales consultants will explain the enrolment process to you before sending through an email with relevant course and enrolment information.
  • You will receive a second email with a link to the quiz, including instructions on what to do.

Set Yourself Up For Success. Before You Start Your LLN Quiz, Ensure You:

To ensure you can complete the LLN quiz successfully, please make sure you are fully prepared and meet the following requirements:

  • You should be in a quiet and comfortable location where you are able to concentrate fully on the assessment without any interruptions, distractions, or disturbances for the entire duration of the quiz.
  • You will need to use a fully charged device such as a laptop or tablet, or ensure your device is plugged into a power source. A stable internet connection is also required to complete the online assessment without disruption.
  • Your device must have working sound so you can hear any audio components of the assessment if required. Using headphones is recommended as this can help reduce background noise and minimise distractions.
  • Please take your time when completing the quiz and read each question carefully before answering. You will have up to two (2) hours to complete the assessment, so there is no need to rush.
  • During the assessment, you must not receive assistance from anyone else or communicate with others. The quiz must be completed independently to ensure the results accurately reflect your own skills.
  • While we are unable to provide assistance with answering quiz questions, our team is available to support you with any general questions about how to access or complete the LLN quiz. If you require further information, please contact us on 1300 10 2273.
